her title�察�Odoacer�察�instead of using the imperial name�察�caused himself
to be declared king of Rome。 He was the first of those leaders who at
this period overran the world and thought of settling in Italy�察�for
the others�察�either from fear that they should not be able to hold the
country�察�knowing that it might easily be relieved by the eastern
emperors�察�or from some unknown cause�察�after plundering her�察�sought
other countries wherein to establish themselves。

At this time the ancient Roman empire was governed by the following
princes�此�Zeno�察�reigning in Constantinople�察�commanded the whole of the
eastern empire�察�the Ostrogoths ruled Mesia and Pannonia�察�the
Visigoths�察�Suavi�察�and Alans�察�held Gascony and Spain�察�the Vandals��
Africa�察�the Franks and Burgundians�察�France�察�and the Eruli and Turingi��
Italy。 The kingdom of the Ostrogoths had descended to Theodoric��
nephew of Velamir�察�who�察�being on terms of friendship with Zeno the
eastern emperor�察�wrote to him that his Ostrogoths thought it an
injustice that they�察�being superior in valor to the people thereabout��
should be inferior to them in dominion�察�and that it was impossible for
him to restrain them within the limits of Pannonia。 So�察�seeing himself
under the necessity of allowing them to take arms and go in search of
new abodes�察�he wished first to acquaint Zeno with it�察�in order that he
might provide for them�察�by granting some country in which they might
establish themselves�察�by his good favor with greater propriety and
convenience。 Zeno�察�partly from fear and partly from a desire to drive
Odoacer out of Italy�察�gave Theodoric permission to lead his people
against him�察�and take possession of the country。 Leaving his friends
the Zepidi in Pannonia�察�Theodoric marched into Italy�察�slew Odoacer and
his son�察�and�察�moved by the same reasons which had induced Valentinian
to do so�察�established his court at Ravenna�察�and like Odoacer took the
title of king of Italy。
Theodoric possessed great talents both for war and peace�察�in the
former he was always conqueror�察�and in the latter he conferred very
great benefits upon the cities and people under him。 He distributed
the Ostrogoths over the country�察�each district under its leader�察�that
he might more conveniently command them in war�察�and govern them in
peace。 He enlarged Ravenna�察�restored Rome�察�and�察�with the exception of
military discipline�察�conferred upon the Romans every honor。 He kept
within their proper bounds�察�wholly by the influence of his character��
all the barbarian kings who occupied the empire�察�he built towns and
fortresses between the point of the Adriatic and the Alps�察�in order��
with the greater facility�察�to impede the passage of any new hordes of
barbarians who might design to assail Italy�察�and if�察�toward the latter
end of his life�察�so many virtues had not been sullied by acts of
cruelty�察�caused by various jealousies of his people�察�such as the death
of Symmachus and Boethius�察�men of great holiness�察�every point of his
character would have deserved the highest praise。 By his virtue and
goodness�察�not only Rome and Italy�察�but every part of the western
empire�察�freed from the continual troubles which they had suffered from
the frequent influx of barbarians�察�acquired new vigor�察�and began to
live in an orderly and civilized manner。 For surely if any times were
truly miserable for Italy and the provinces overrun by the barbarians��
they were those which occurred from Arcadius and Honorius to
Theodoric。 If we only consider the evils which arise to a republic or
a kingdom by a change of prince or of government�察�not by foreign
interference�察�but by civil discord ��in which we may see how even
slight variations suffice to ruin the most powerful kingdoms or
states���察�we may then easily imagine how much Italy and the other Roman
provinces suffered�察�when they not only changed their forms of
government and their princes�察�but also their laws�察�customs�察�modes of
living�察�religion�察�language�察�and name。 Any one of such changes�察�by
itself�察�without being united with others�察�might�察�with thinking of it��
to say nothing of the seeing and suffering�察�infuse terror into the
strongest minds。
From these causes proceeded the ruin as well as the origin and
extension of many cities。 Among those which were ruined were Aquileia��
Luni�察�Chiusi�察�Popolonia�察�Fiesole�察�and many others。 The new cities were
Venice�察�Sienna�察�Ferrara�察�Aquila�察�with many towns and castles which for
brevity we omit。 Those which became extended were Florence�察�Genoa��
Pisa�察�Milan�察�Naples�察�and Bologna�察�to all of which may be added�察�the
ruin and restoration of Rome�察�and of many other cities not previously
mentioned。
From this devastation and new population arose new languages�察�as we
see in the different dialects of France�察�Spain and Italy�察�which��
partaking of the native idiom of the new people and of the old Roman��
formed a new manner of discourse。 Besides�察�not only were the names of
provinces changed�察�but also of lakes�察�rivers�察�seas�察�and men�察�for
France�察�Spain�察�and Italy are full of fresh names�察�wholly different
from the ancient�察�as�察�omitting many others�察�we see that the Po�察�the
Garda�察�the Archipelago�察�are names quite different from those which the
ancients used�察�while instead of C�sar and Pompey we have Peter��
Matthew�察�John�察�etc。
Among so many variations�察�that of religion was not of little
importance�察�for�察�while combating the customs of the ancient faith with
the miracles of the new�察�very serious troubles and discords were
created among men。 And if the Christians had been united in one faith��
fewer disorders would have followed�察�but the contentions among
themselves�察�of the churches of Rome�察�Greece�察�and Ravenna�察�joined to
those of the heretic sects with the Catholics�察�served in many ways to
render the world miserable。 Africa is a proof of this�察�having suffered
more horrors from the Arian sect�察�whose doctrines were believed by the
Vandals�察�than from any avarice or natural cruelty of the people
themselves。 Living amid so many persecutions�察�the countenances of men
bore witness of the terrible impressions upon their minds�察�for besides
the evils they suffered from the disordered state of the world�察�they
scarcely could have recourse to the help of God�察�in whom the unhappy
hope for relief�察�for the greater part of them�察�being uncertain what
divinity they ought to address�察�died miserably�察�without help and
without hope。
Having been the first who put a stop to so many evils�察�Theodoric
deserves the highest praise�此�for during the thirty´eight years he
reigned in Italy�察�he brought the country to such a state of greatness
that her previous sufferings were no longer recognizable。 But at his
death�察�the kingdom descending to Atalaric�察�son of Amalasontha�察�his
daughter�察�and the malice of fortune not being yet exhausted�察�the old
evils soon returned�察�for Atalaric died soon after his grandfather�察�and
the kingdom coming into the possession of his mother�察�she was betrayed
by Theodatus�察�whom she had called to assist her in the government。 He
put her to death and made himself king�察�and having thus become odious
to the Ostrogoths�察�the emperor Justinian entertained the hope of
driving him out of Italy。 Justinian appointed Belisarius to the
command of this expedition�察�as he had already conquered Africa��
expelled the Vandals�察�and reduced the country to the imperial rule。
Belisarius took possession of Sicily�察�and from thence passing into
Italy�察�occupied Naples and Rome。 The Goths�察�seeing this�察�slew
Theodatus their king�察�whom they considered the cause of their
misfortune�察�and elected Vitiges in his stead�察�who�察�after some
skirmishes�察�was besieged and taken by Belisarius at Ravenna�察�but
before he had time to secure the advantages of his victory�察�Belisarius
was recalled by Justinian�察�and Joannes and Vitalis were appointed in
his place。 Their principles and practices were so different from those
of Belisarius�察�that the Goths took courage and created Ildovadus��
governor of Verona�察�their king。 After Ildovadus�察�who was slain�察�came
Totila�察�who routed the imperial forces�察�took Tuscany and Naples�察�and
recovered nearly the whole of what Belisarius had taken from them。 On
this account Justinian determined to send him into Italy again�察�but��
coming with only a small force�察�he lost the reputation which his
former victories had won for him�察�in less time than he had taken to
acquire it。 Totila being at Ostia with his forces�察�took Rome before
his eyes�察�but being unable to hold or to leave the city�察�he destroyed
the greater part of it�察�drove out the citizens�察�and took the senators
away from him。 Thinking little of Belisarius�察�he led his people into
Calabria�察�to attack the forces which had been sent from Greece。
Belisarius�察�seeing the city abandoned�察�turned his mind to the
performance of an honourable work。 Viewing the ruins of Rome�察�he
determined to rebuild her walls and recall her inhabitants with as
little delay as possible。 But fortune was opposed to this laudable
enterprise�察�for Justinian�察�being at this time assailed by the
Parthians�察�recalled him�察�and his duty to his sovereign compelled him
to abandon Italy to Totila�察�who again took Rome�察�but did not treat her
with such severity as upon the former occasion�察�for at the entreaty of
St。 Benedict�察�who in those days had great reputation for sanctity�察�he
endeavored to restore her。 In the meantime�察�Justinian having arranged
matters with the Parthians�察�again thought of sending a force to the
relief of Italy�察�but the Sclavi�察�another northern people�察�having
crossed the Danube and attacked Illyria and Thrace�察�p
