so disgraceful�察 �to Prevost�察 �Col。 Laurens was pitched upon�察 �but he
indignantly refused to be the bearer。 Cols。 M`Intosh and Roger Smith were
then persuaded to go with a flag。 The British commander appointed Col。
Prevost�察 �as commissioner to receive them�察 �and he delivered a message
from the general�察 �that he had nothing to do with the governor�察 �that his
business was with Gen。 Moultrie�察 �and as the garrison was in arms�察 �they
must surrender prisoners of war。; At this answer�察�the governor and council
looked blank�察 �and some were for submitting even to this degrading
proposal�此�but Moultrie cut the conference short�察 �by declaring�察 �that as it
was left to him�察�he would fight to the last extremity。; Laurens�察�who was
present�察�and sitting�察�bounded to his feet at the expression�察�raised his hands�察�
and thanked his God� �Thus it was only by a mistake of Prevost�察�as to the
high powers of the civil authority�察 �that the town�察 �and the state of South
Carolina�察�were then saved。 What renders this offer the more astonishing�察�
was�察 �that the garrison�察 �3180 strong�察 �were in good spirits�察 �and an army
under Lincoln�察�was marching to their assistance�察�on the rear of the enemy�察�
who were not much stronger than the besieged�察�being computed at 3680
men。** Early the next morning�察�Prevost decamped�察�and retreated to John's
and James Islands。 ��May 13th。�� There was great rejoicing in the town�察�but
the consequence to which it had arrived�察�by repelling two attempts of the
enemy�察�only brought against it a greater armament�察�and in the end�察�sunk it
into deeper distress。 An attack upon the British at Stono ferry�察 �was now
planned by Gen。 Lincoln。 Gen。 Moultrie�察 �was to throw over on James
Island�察�all the troops which could be spared from the town�察 �and make a
feint on that side�察�or attack�察�if a favourable opportunity offered�察�while the
principal effort was to be made by Lincoln�察�at Stono。 He made the attack
before Moultrie could cooperate�察 。�June 20�� and the enemy remaining in
their lines�察�and being reinforced�察�obliged him to retreat。 In this affair a few
men were killed�察�and Col。 Roberts�察�of the artillery�察�mortally wounded。 His
loss was greatly and justly lamented。 William Richardson Davie�察 �lately
deceased�察�and afterwards so much celebrated as Gen。 Davie�察�was among
the wounded。 Prevost�察�soon after this�察�retreated along the chain of islands

on the coast�察�until he reached Port Royal and Savannah。 During the time
Prevost lay before the lines of Charleston�察�Maj。 Benjamin Huger�察�an active
officer�察�a wise statesman�察�and a virtuous citizen�察�was unfortunately killed。
What rendered his fate the more melancholy�察�was�察�that the act was done by
the mistake of his own countrymen。 It was at this time also�察 �that Gen。
Count Pulaski�察�a Polander�察�began to distinguish himself as a partisan。 His
address in single combat�察�was greatly celebrated。 Col。 Kowatch�察�under his
command�察 �was killed before the lines�察 �and shamefully mutilated by the
British。 Of the campaign of 1779�察�it was not the intention of the author to
give a minute detail�察�but only to sketch out those feelings�察�and that line of
conduct�察 �in the cabinet and field�察 �which�察 �followed up in the succeeding
year�察�brought ruin and disgrace upon the country。

CAMPAIGN OF 1780。
Sir Henry Clinton arrives with an army of 12��000 men in South
Carolina。 The General Assembly sitting in Charleston�察 �break up。 Gen。
Lincoln shuts himself up in the town�察�and Clinton lays siege to it。 Before
the town is entirely hemmed in�察 �Marion dislocates his ankle�察 �and retires
into the country。 The town capitulates。 Tarleton's career of slaughter。

The year 1780�察 �was the most eventful one�察 �in the annals of South
Carolina。 The late failure of the attack on Savannah�察�the little opposition
which Gen。 Prevost met with�察�in a march of more than one hundred miles
through the state�察�the conduct of the planters�察�in submitting�察�to save their
property�察 �and the well known weakness of the southern army�察 �all
conspired to induce the enemy to believe�察 �that Charleston�察 �and South
Carolina�察�would become an easy prey。 Sir Henry Clinton�察�their commander
in chief�察�meditating a formidable expedition against them�察�with this view
sailed from New York on the 26th December�察�1779�察�with an army�察�which�察�
with subsequent reinforcements amounted to about 12��000 men。 To oppose
this great force�察�Gen。 Lincoln had not more than two thousand�察�a great part
of which was militia。 His head quarters were in Charleston�察 �where the
general assembly were setting in calm deliberation�察 �for they had not yet

heard of the rising storm。 Lieut。 Col。 Marion�察 �had command of the out´
post of this little army�察�at Sheldon�察�near Pocotaligo�察�where he had orders to
watch the motions of Prevost�察�and prevent him from obtaining supplies of
provisions�察�from the Carolina side of Savannah river。 It was expected he
was to remain here for some time�察 �and great confidence was reposed in
him�察�by Gen。 Lincoln�察�as appears by his letters�察�at this period。 The British
had a tedious passage�察�in which they lost part of their ordnance�察�most of
their artillery�察�and all the horses�察�destined to mount their cavalry。 On the
11th Feb。 1780�察 �they landed about thirty miles from Charleston。 The
assembly sitting there�察 �immediately broke up�察 �after delegating�察 �till ten
days after their next session�察�to John Rutledge�察�and such of his council as
he could conveniently consult�察�a power to do every thing necessary for the
public good�察�except the taking away the life of a citizen�察�without a legal
trial。; This was nearly the same power�察 �with which the senate of Rome�察�
invested their dictators。 But a resolution�察 �fatal in its consequences�察 �was
unanimously adopted by this assembly�此�namely�察�to defend the town to the
utmost extremity。 The power�察�thus delegated to the governor and council�察�
was carried into effect afterwards�察�with vigour�察�and with what would now
be thought an infraction of private rights。 But in the spirit of the times�察�and
the public situation�察 �such vigour was necessary。 The governor's council�察�
was composed of upright and virtuous men�察�and John Rutledge was one of
the most distinguished sons�察�to whom South Carolina has given birth。 His
eloquence was proverbial�察 �both in congress�察 �and at home。 It was that of
Demosthenes�察�concise�察�energetic�察�and commanding。 There was something
in his very manner�察�and the tone of his voice�察�that riveted the attention of
his audience。 They stood subdued before him。 He swayed the councils of
the state�察 �he swayed the councils of the general who commanded the
southern army�此�and if he erred�察�he erred with a good conscience�察�and from
the purest motives。
The first order issued by Governor Rutledge�察 �was�察 �to call out the
drafted militia�察�for the defence of the town�察�under pain of confiscation of
property。 This order was but partially obeyed�察 �the militia�察 �who were
friendly to the cause�察�had been much harassed in the last campaign�察�and it
was generally known that the small´pox was in the town。 At the same time�察�

the governor sent out many influential officers�察�to secure the execution of
his first order�察�and though intended only to operate for the present�察�this last
order was in time productive of a fortunate result�察 �as these officers
afterwards headed the people。 In the mean time�察�Gen。 Lincoln had ordered
Lieut。 Col。 Marion to select two hundred men�察�out of the three regiments
with him�察�at Sheldon�察�and to march immediately to town。 ��31st Jan。�� No
troops were to be left in the field but two hundred light infantry�察�and the
horse under Col。 Washington。 Marion repaired to town�察 �according to
